Support "if" without "else" clause

Defaults the else clause to the identity filter "." if an else clause is
missing.

The following two jq programs are considered equivalent:

```
if .foo then
    .foo = "bar"
else
    .
end
```

```
if .foo then
    .foo = "bar"
end
```

...
