ci: update outdated dependencies when installing NetBSD packages (#3696)
The NetBSD job failed when installing git on a fresh runner, because the image ships pcre2-10.48 and the git package needs pcre2>=10.48nb1, and pkg_add does not update installed dependencies by default. Pass -uu to pkg_add so it also updates installed dependencies that are too old. Also drop the PKG_PATH override. netbsd-vm now writes the live package mirrors for the running release to /etc/pkg_install.conf, so the override is no longer needed to avoid the image's 9.0 fallback.
